One of the most significant moments during this year’s Kentucky General Assembly was the final passage of House Bill 1. This legislation is a huge win for Kentucky students and families. It allowed Secretary of State Michael Adams to officially opt Kentucky into the new federal educational tax credit scholarship program, which was established last year when Congress passed the “One Big Beautiful Bill” Act.
Governor Beshear tried to fight the program, and after HB 1 was passed by the Kentucky legislature, he vetoed the bill. His efforts were ultimately futile, however, as his veto was overwhelmingly overridden by the General Assembly. Governor Beshear later attacked the education tax credit program by falsely claiming it would divert state tax dollars to private schools. Instead, the program simply encourages private donations by allowing taxpayers to effectively redirect their own federal tax dollars to support the educational options of their choice, including scholarships for Christian education.
With House Bill 1 now in effect and Kentucky officially opted into the federal tax credit program, Kentuckians will be able to make donations to scholarship-granting organizations (SGOs) starting on January 1, 2027. Taxpayers who make donations will receive up to a $1,700 dollar-for-dollar federal tax credit, effectively costing the taxpayer nothing. The SGO donations will go to fund numerous scholarship opportunities for private, homeschool, and public-school students. Depending on the structure of the SGO, the funds could also go toward things like tutoring, technology, transportation, special needs programs, instructional materials, and other qualified educational expenses.
This new federal school choice program, without a doubt, is a huge blessing and opportunity for our Commonwealth. Starting next year, Kentucky taxpayers can transform their tax liability into a powerful investment impacting the next generation with a Christian education. This represents not just an opportunity to expand much-needed educational freedom in Kentucky, but for Christians, it also represents one of the largest opportunities we have ever had to put Gospel-centered education into reach for more Kentucky families.

Father, we praise You that Kentucky is now in the federal educational funding program, which will provide many more opportunities for all of our state’s students. Lord, we are thankful for the Kentucky General Assembly in their effort to pass House Bill 1 and then override the Governor’s veto of it. Father, may these new scholarship opportunities for Kentucky students, whether they be in public schools, private schools, or homeschooled, be a blessing to our students in the Commonwealth.
