During the 2024 Kentucky legislative session, the Kentucky House and Senate passed House Bill 278, which protects minors from online adult content. The legislative measure was led by Rep. Matt Lockett and Sen. Gex Williams, and it requires meaningful age verification to protect minors from vile and harmful content on adult websites.

Once again, Rep. Matt Locket is taking the lead in protecting kids online in this year’s legislative session by filing House Bill 227, which builds upon previous legislation to protect Kentucky minors online. This well-crafted legislation is multifaceted. It would empower parents to better manage their kids’ social media use through a parental consent requirement and common-sense protections from harmful and addictive features of social media.

House Bill 227 correctly recognizes that parents have a God-given duty and long-standing constitutional right to direct the upbringing of their children. This bill empowers parents to decide when and if their children are allowed on social media platforms.

A multitude of studies have proven that the addictive nature of social media platforms greatly harms the social and mental development of minors. To protect Kentucky’s kids, this bill would ban these addictive features, including infinite scrolling, auto-play videos, never-ending notifications, and targeted advertising, when a minor is on those platforms after the parents have given consent.

Praise be to God that this immensely important bill is moving as the House Small Business and Information Technology Committee passed the bill almost unanimously just days ago. The Family Foundation’s legal counsel Jesse Green was able to give strong testimony in support of this priority pro-family bill. The Kentucky House of Representatives is now expected to consider this legislation that is very much needed to protect parental rights and Kentucky’s children from harmful social media platforms.

For our “Let Us Pray” devotionals during the 2026 KY General Assembly, we will be taking time during the legislative session to encourage you to pray, by name, for our elected leaders (see below). Let us commit to praying regularly for our Kentucky governmental leaders to act in ways that bring honor and glory to Jesus Christ and are a blessing to our Commonwealth.

LET US PRAY…

Father, we thank You for the great work and courage of Rep. Matt Lockett in the filing of House Bill 227. Lord, please empower the Kentucky House and Senate to pass this important legislation.
